Two arrested in Kelowna, sent home in Fugitive Return Program

KELOWNA – Two fugitives were rounded up by Kelowna RCMP recently and sent back to provinces where they have outstanding warrants as part of the B.C. Fugitive Return Program.

Duane Papps was wanted in Cold Lake, Alta. for robbery and failing to appear. Warrants were issued in January and February, 2014. Kelowna RCMP arrested Papps May 17 and he was transported back to Cold Lake.

Christopher Klassen had warrants dating back to 2010 in Indian Head and White Butte, Sask. for assault with a weapon, possession of a proceeds of crime, break, enter and theft and fail to comply. He was arrested May 24 and sent back to Saskatchewan.

The program is managed by RCMP and funded by the Civil Forfeiture Office and Court Services Branch B.C. Sheriff Services. A memorandum of understanding leading to the establishment of a protocol governing the program was signed Feb. 15, 2012.

Mounties said in a media release the intention behind the program is to help bring some measure of resolution to victims of crime. As well, it's believed the program sends a message to fugitives B.C. is not a place to hide from justice, and they are accountable for their actions.

B.C.'s Fugitive Return Program has resulted in 73 people returned since the program began in 2011.
