No plans to plow sidewalk near where homeless man was struck

CONCORD, N.H. – There are no official plans to plow a New Hampshire-owned sidewalk leading to a soup kitchen after a homeless man in a wheelchair was fatally struck by a vehicle on the road alongside it.

Neither the state nor the city plans to plow the sidewalk along Interstate 393 linking The Friendly Kitchen and downtown Concord. When there’s snow, people often walk in the shoulder next to the curb.

Gene Parker was struck Jan. 28 after snow fell. It also snowed Monday, and someone left a wheelchair with the message, “State of NH or City of Concord?”

The soup kitchen said Tuesday it can’t take on the liability. It’s offering bus passes and taxi shuttles.

A project to extend another street will provide a better route, but that’s not until 2018.
