Report says B.C. child abductor didn’t want treatment, had little intelligence

CRANBROOK, B.C. – A National Parole Board summary of convicted child abductor Randall Hopley labelled him an untreated sex offender, with no desire to get treatment and little intelligence.

The report was released in a Cranbrook, B.C., court by Crown prosecutor Lynal Doerksen on the second day of Hopley’s sentencing hearing.

Hopley has admitted to the 2011 abduction of three-year-old Kienan Hebert from his home in Sparwood, B.C., and then returning the boy a few days later.

The court heard that Hopley constantly refused to take part in any treatment for sex offenders and was unwilling to talk about his crimes.

Another report conducted in 1985 listed him as a danger because of his lack of remorse and likelihood to reoffend.

The Crown is asking that Hopley be designated a dangerous or long-term offender, resulting in a longer prison term or stricter supervision orders.
