PENTICTON – The second man implicated in a scheme that defrauded Penticton hockey parents of thousands of dollars in 2011 was denied bail in Penticton court today.

Loren Reagan, who was born in 1961, faces charges of fraud over $5,000, theft over $5,000 and unauthorized management of a lottery scheme.

He also faces a charge of failing to appear in court.

Loren was charged along with co-accused Michael Elphicke after 16 Penticton hockey families were allegedly defrauded of money between July 2011 and February 2012.

Loren and Elphicke were partners in the Okanagan Elite Hockey Association and made plans to arrange a hockey tour of Europe with parents and their bantam-aged hockey players.

The trip never came to fruition and parents never saw their money again.

Reagan also faces charges related to alleged raffles and fundraising activities associated with the hockey association that required a gaming license, which was never procured.

Both men were supposed to face trial last September, but Reagan did not attend.

Elphicke was tried and subsequently found guilty on counts of fraud over $5,000, theft over $5,000 and unauthorized management of a lottery scheme.

A warrant was issued for Reagan’s arrest, and he was taken into custody on March 3 in Calgary.

Today’s bail hearings included a publication ban on the proceedings. Loren’s next court appearance is March 26.
