Sweet deal proposed for Penticton transit infrastructure

PENTICTON – Penticton city staff have a sweet deal to present to council that would effectively look after the city’s transit infrastructure for the next decade and a half.

A staff report prepared for next week's regular council meeting recommends council enter into a 15-year agreement with Pattison Outdoor Advertising LP to provide, replace and maintain the city’s transit stop benches and shelters.

A recent request for proposals to have the city’s aging 51 ad benches replaced in addition to replacing 11 ad shelters, and provide maintenance and repairs to the infrastructure closed Dec. 7, 2018 with proposals from Pattison Outdoor Advertising LP, Creative Outdoor Advertising and the Lucid Management Group submitted.

Staff concluded the Pattison proposal offered the greatest value to the City, as the proposal offered to replace more infrastructure than requested, in addition to looking after all maintenance and administration of advertising sales. The total benefit to the City is estimated to be nearly $1.9 million over the contract’s life.

Penticton currently has 265 transit stops, with 51 advertising style benches, 11 adverting style shelters, 20 non-advertising shelters, 88 non-advertising benches and 126 stops currently without benches or shelters.

Year one of the Pattison contract would see all 51 ad benches replaced and 15 new ad shelters constructed. Ten new ad shelters are offered in year two and three of the contract, with 25 new shelters, both ad and non-ad, proposed for year 11.

The Pattison proposal scored 92.3 out of 100, compared to Creative Outdoor Advertising’s 80 out of 100 and Lucid Management Group’s 23.3 out of 100.

Staff recommend council enter into a 15-year contract with Pattison Outdoor Advertising LP, to commence March 1.

The report will go to council at its meeting on Tuesday, Feb. 19.
