Competition Bureau lays bid-rigging charges in alleged scheme near Montreal
OTTAWA – The federal Competition Bureau has laid further criminal charges in connection with an alleged infrastructure bid-rigging scheme south of Montreal.
In a statement today, it said it has charged Serge Fregeau and a company, B. Fregeau et Fils Inc., with two counts each of bid-rigging under the Competition Act
The charges are related to an alleged scheme to give preferential treatment to certain entrepreneurs bidding for two contracts totalling $2.5 million.
They were laid after a joint investigation between the bureau and Quebec provincial police.
The contracts were for the construction of a water retaining basin in Saint-Jean-sur-Richelieu, about 40 kilometres south of Montreal.
This is the third set of criminal charges laid in the investigation.
In 2012 the bureau charged 11 people and nine companies with bid-rigging, while another individual and company were charged with the same offence last January.
