Former Sail Canada high-performance director suspended for four months

KINGSTON — Former Sail Canada high-performance director Mike Milner has been suspended for four months under the national Abuse-Free Sport Program.

Milner’s sanction was posted Jan. 8 on a public registry established by the Office of the Sports Integrity Commissioner.

“Mr. Milner left Sail Canada in September 2024 and is no longer employed or contracted by the organization,” Sail Canada said Tuesday in a statement.

“As reflected on the Abuse-Free Sport Registry, the Office of the Sport Integrity Commissioner has imposed an individual sanction on Mike Milner for Aiding and Abetting, Neglect and Psychological Maltreatment following an independent investigation.”

No specific incident was detailed in the registry.

Sailing Canada hired a new high-performance director last year.

Milner was the organization’s high-performance director for six and a half years.

Responsibility for the registry is transitioning from OSIC to Sport Integrity Canada, formerly the Canadian Centre for Ethics in Sport.

Sport Integrity Canada took over the management of and investigation of complaints and reports of abuse or maltreatment in sport on April 1, 2025, but OSIC continued to handle processes it had already started.

Sport Integrity Canada administers the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) under the Canadian Safe Sport Program.

The registry is a database of people subject to sanctions or provisional sanctions under the UCCMS.
