Psychiatrist says child abductor Randall Hopley high risk to offend if released

CRANBROOK, B.C. – The latest psychiatric report on convicted child abductor Randall Hopley says he is a “high risk” to reoffend if released from prison.

Psychiatrist Dr. Emlene (EM’-LEEN’) Murphy conducted an interview and tested Hopley a year ago after the Crown announced it was proceeding with a dangerous offender hearing against the 47 year old.

Murphy told Hopley’s sentencing hearing that she reviewed a series of reports done on the man starting from the time he was 15 when he sexually assaulted young children while he was living in foster care.

One of the reports concluded Hopley fell into a category of sex offenders at a high risk to assault again.

Using current statistics, the doctor noted that about 20 per cent of the high-risk group reoffend within five years and 27 per cent committed similar criminal acts within a 10-year period.

Hopley has admitted to abducting three-year-old Kienan Hebert from his home in Sparwood, B.C., in 2011 and then returning the boy to his home a few days later.
