Prolific Kelowna offender back behind bars after indecent act in public place

A Kelowna man who has been charged almost 70 times is again back behind bars having been arrested for committing an indecent act in a public place.

Justin Wayne Collins was once described by Kelowna RCMP as a person who was "simply unwilling to stop committing crime" after he was arrested the day after being released.

The details surrounding the 47-year-old latest charges aren't known but court records show the indecent act took place May 30 in Kelowna. He also faces two other charges for breaching a probation order.

Collins made headlines in 2022 when Kelowna RCMP made the unusual move to warn the public that although he'd been charged more than 64 times and generated more than 400 police files he'd been granted bail after being arrested for assault, theft of mail and mischief.

He didn't stay out long though, and two days later was arrested having been seen tampering with a vehicle. He was charged with possession of stolen property and breaching bail conditions.

A year later much the same thing happened again.

He was charged with theft and mischief offences and after a court appearance released on bail.

But hours later he smashed a glass door to break into a retail store and was arrested shortly afterwards.

Police at the time said he was a "prime example" of a repeat offender who was "simply unwilling to stop committing crime."

Collins' lengthy record shows charges for drug trafficking, robbery and assault, along with mischief, theft, breaches and several other crimes.

He'd due in court in Kelowna next week on the committing an indecent act in a public place charge.
