OTTAWA – The federal government says it had a $5.1-billion surplus in February, the largest monthly surplus since the recession. For the first 11 months of the fiscal year, Ottawa says the deficit has shrunk to $5.4 billion, about half as much as last year at this time in the calendar. The new dataputs the government well ahead of pace toward meeting its budget target of a $16.6 billion deficit for the fiscal year as a whole.
