A former Kelowna resident who, at the age of 14, raped an elderly Trail woman in a revenge attack is back behind bars having been charged for breaching a long-term supervision order.
Tristan Xavier Traynor Vickers was charged, May 25, for six breaches of a decade-long order which was imposed on him when he was released from prison in 2018.
“You are… highly deceptive and lack transparency. The (Parole) Board does not believe additional measures of external control would be sufficient to protect society because your defiance and deception appear to be deeply engrained and persistent,” a May 22 Parole Board decision reads.
The breaches involve ignoring a curfew on several occasions, not being transparent with his finances, and not disclosing the nature of a relationship.
“It is obvious that you are not taking your release seriously,” the decision said. “You have breached your curfew twice, have not been fully disclosive about your financial situation, have been chronically late for school and work, did not comply with police reporting requirements for a period of time, have been stopped by police more than average, stopped meeting your counsellor, lost your job but did not inform (staff) and spent eight nights away from the (residential facility) claiming to be at work when you were somewhere else.”
Vickers, who also goes by the name Traynor Vickers, was jailed in 2011 for a “brutal and prolonged” sexual assault of an 80-year-old Trail woman. His motive was to seek revenge against the woman’s son, who he alleged was in an abusive relationship with his mother.
While Vickers was only 14 years old at the time, in an unusual move, he was tried as an adult. He was jailed for seven and a half years, and after being released placed on a decade-long supervision order with strict conditions. His release prompted the Vancouver Police Department to put out a notice warning the public about him.
It appears he moved to the Okanagan in 2023 and was later convicted in Kelowna of breaching the long-term supervision order. The 33-year-old was under surveillance, and police caught him drinking samples of wine at a grocery store, a breach of his no alcohol condition.
It appears he left the Okanagan in early 2025 and moved to a residential facility in the Lower Mainland.
His recent breaches all took place in the Surrey area.
The Parole Board decision said it informed Crown prosecutors about the breaches and recommended that Vickers be charged.
“Your behaviour during the long-term supervision order has been problematic. Concerns have centred around substance abuse, failure to report relationships with women, and lack of honesty and transparency,” the Parole Board decision reads.
The decision said Vickers admitted to owing a friend $2,500 but was “clearly deceptive” in his financial disclosure.
“The Board also finds your use of money to fund your lifestyle rather than pay off your debt… (this) demonstrates a sense of entitlement and arrogance, which are internal factors that contribute to your defiance of… supervision and disregard for the Board’s conditions,” the decision reads.
A psychological risk assessment found his risk for violent reoffending as very high and his risk for sexual offending as high.
Vickers is currently in custody and is scheduled for a possible bail hearing on June 17.

Occasionally someone comes along who is simply not suited to living amongst human beings who are going about their daily lives. They are not going to find the answers to their issues, they are not going to make good contribution to surrounding society. Instead they are a quietly percolating pot of danger to those around them. Mr. Tristan Xarier Traynor Vickers is surely one of those persons.
