Colombia’s FARC rebels halt peace talks in Cuba; dispute over proposed constitutional assembly

HAVANA – Colombia’s largest guerrilla army is suspending peace talks with the government due to President Juan Manuel Santos’ refusal to call an assembly to modify the constitution.

Instead Santos has proposed a public referendum to vote on an eventual peace deal that has yet to be struck.

It is the first time that either of the two sides has walked away from the negotiating table in Havana other than for planned recesses.

The Revolutionary Armed Forces of Colombia says in a statement it will use the pause in negotiations to analyze the government’s position.

It did not say Friday when it might return to the table.
