The office says RCMP responded to a complaint at an apartment building just after midnight and an officer followed a man he saw walking out of the building.
During the pursuit, the Mountie observed the man fall eight metres down the embankment.
An ambulance was called, and the man remains in hospital.
The investigations office says a team of four people will conduct an investigation.
